Libya is living a transitional phase and is prepared to open its economy to the global market in post conflict phase.


The newly appointed interim government is keen to receive foreign companies’ Statements of Qualifications (SoQ) in regards to carrying out construction, reconstruction, restart, revamp, refurbish projects in sectors as: Infrastructure /Utilities; Health Care Units new buildings and rehab of old ones, Oil & Gas E&P Onshore- Offshore, Up-Mid-Downstream; Electric grid & renewable energies, sea water Desalination, Water Wastewater; Transportation as urban & sub-urban rails, airports, new buildings & seaports/oil terminals projects along with the provision of relevant support equipments, products, materials and services.


FEED, O&M, OMM, EPSCC, EPIC, DBOOT/BOO/BOT and turn key projects will be planned for execution to meet the country’s new economic re-development challenges.


The planned procurements will consist of request for qualifications, with a resulting pre-qualification of enlisted firms, companies, and consortia and a request for proposals (RFP) to the pre-qualified firms, companies and consortia. It is anticipated that qualified corporations will have an opportunity to comment during formation of the subsequent (RFP) procurement documents.
